In connection with the implementation of the Mukhya Mantrir Nijut Moina Aasoni (MMNMA) and Mukhya Mantrir Nijut Babu Aasoni (MMNBA), it is hereby informed that possession of a valid Aadhaar Number is mandatory for completion of the online application and Aadhaar verification process under the aforesaid schemes.
In this connection, attention is drawn to the existing decision of the Government of Assam regarding regulation of fresh Aadhaar enrolment in the State, whereby fresh Aadhaar issuance to persons aged below18 years has been restricted, subject to the prescribed exceptions and verification mechanism.
Accordingly, in order to facilitate Aadhaar enrolment of such eligible minor students on priority and to ensure that no eligible student is deprived of the opportunity to apply for MMNMA or MMNBA solely on account of non-availability of Aadhaar, all eligible Institutions shall identify and facilitate eligible students below 18 years of age who have not yet enrolled for Aadhaar. Any such student who does not possess an Aadhaar Number shall immediately approach the Head of the Institution/Nodal Officer of his/her Institute and furnish the requisite details for facilitating Aadhaar enrolment.
The Head of the Institute and the Nodal Officer concerned from eligible Institutions shall identify and compile the details of such students and the duly verified details shall be forwarded by the Head of the Institute to the respective District Commissioner for necessary facilitation of Aadhaar enrolment of such minor students through the appropriate Aadhaar enrolment mechanism available in the district. Institutes shall extend all necessary institutional support and coordination for facilitating Aadhaar enrolment of the identified students.
The concerned students shall also be informed to keep the prescribed documents required for Aadhaar enrolment, including proof of identity, proof of date of birth and other supporting documents, as applicable under the prevailing Aadhaar enrolment norms.
Immediately upon generation/allotment of Aadhaar, the concerned students shall complete the necessary Aadhaar-related requirements and thereafter submit their online application for MMNMA/MMNBA within the prescribed timeline.
Head of the eligible Institutes shall ensure that the information regarding this facility is communicated to all students through notice boards, institutional websites, official social media platforms, student groups and other available channels so that no eligible student remains unaware of the arrangement.
Particular care shall be taken to ensure that no eligible minor student is left out of the identification and facilitation process merely due to the absence of an Aadhaar Number at present. The exercise shall be undertaken on priority and in a time-bound manner, keeping in view the prescribed timeline for submission of applications under MMNMA, MMNBA for the academic session 2026–27.
This Executive Order shall come into force with immediate effect.
